Pulling out the BUILD_REQUIRES entry with captures works just fine:
Magic-box:Dancer-1.3051 root# diff orig.Makefile.PL Makefile.PL
39,40c39
< 'Test::More' => '0.94',
< 'Tie::Hash::NamedCapture' => '0',
---
> 'Test::More' => '0.94'
Also, I noticed in the cpan shell, if I answer 'No' to prepending
'Tie::Hash::NamedCapture' the install works.
